Trump intends to build the wall and
still claims that Mexico will pay for it. Mexico has and continues
to refused to even consider the possibility. It is sovereign nation,
which means there is nothing Trump can do to force them to pay for
it. Trump now claims that taxpayer money will be used to build the
wall and afterwards he will force Mexico will repay them.
Trump tweeted:
The
dishonest media does not report that any money spent on building the
Great Wall (for sake of speed), will be paid back by Mexico later!
Trump is proposing
to confiscate money sent to Mexico by those living in the United
States. Bob Woodward and Robert Costa reported in the Washington
Post in April, 2016

says he would force Mexico to pay for a border wall as president by
threatening to cut off the flow of billions of dollars in payments
that immigrants send home to the country, an idea that could decimate
the Mexican economy and set up an unprecedented showdown between the
United States and a key regional ally. “
On January 25,
2017, it was in the USA Today that Trump told ABC News:
“Trump's plan
calls for Mexico to pay through a combination of factors, including
increased fees and taxes to cross the southwest border, and
withholding remittances that Mexican nationals in the U.S. send back
to their families in Mexico. He could need some help from Congress
there to create a legal mechanism to withhold that much money. The
plan could also face legal challenges.”
What Trump is
proposing to do is confiscate money that is sent from the United
States into Mexico. It is nothing short of the theft of billions of
dollars. When money is electronically transferred from place to
place, there isn't a litmus test for ethnicity or national
citizenship. You don't need ID to send just to receive the funds.
Traditional Western union drafts, money orders, and bank drafts are
nearly anonymous, especially when they are paid for with cash or
prepaid credit and debt cards that are readily available. Internet
providers such as Paypal, send money fast and easily with the only
requirement being an email addresses to set up the account to send
and receive the funds. The only way to stop the flow is to
confiscate all electronic funds and open all letters going into to
Mexico, which means that all people and corporations paying for
goods and services in Mexico would be robbed of their money.
Those, who think
this would be a way to force Mexico to pay for the wall, need to
remember commerce flows in both directions across borders. Mexico and
other countries could and would reciprocate by seizing funds and
assets within their borders. Those, who have hidden their financial
assets in the Cayman Island, Switzerland or other countries to avoid
paying taxes, could suddenly find their accounts frozen and emptied
If Trump signs an
Executive Order to seize the funds it will be challenged and be over
turned either by Congress or the Supreme Court. Not even the
President can circumvent the law and what Trump proposes is
widespread, indiscriminate theft. Once over turned, Trump will point
the finger and blame others for taxpayers footing the bill for the
wall. Like always, he will refuse to take responsibility for his
ignorance of the domestic and international law as well as the
fallout from the damage he causes.
